The Associated Press, LONDON (AP) — Snow and icy weather swept through parts of Europe on Saturday, stranding drivers overnight and leaving thousands of homes without power in Britain. Snow also covered parts of Switzerland and southwestern Germany, and more than 20 centimeters of snow has fallen in higher parts of Germany’s Black Forest. Many motorists in Britain were forced to abandon their cars or were trapped in vehicles for hours after becoming snowed in. Dozens of people traveling from Sheffield to London spent the night in a church after their bus became stuck. Parts of northern England saw 11 centimeters of snow. Western Power Distribution said 36,000 customers were without power, and another 69,000 had short interruptions to supplies. Staff worked through the night to reconnect customers, but thousands in the East Midlands region were still affected. Liverpool’s John Lennon Airport and Leeds Bradford International closed late Friday as workers cleared snow from the runways. The airports have reopened. The snow was welcomed in the French Alps, which have seen hardly any since the start of the ski season. But with up to 60 centimeters predicted last weekend above 2,000 meters altitude, one of the busiest vacation weeks of the year looked more promising — if drivers could reach the mountains.Speech

The Associated Press, DONETSK, Ukraine (AP) — Ukrainian authorities and pro-Russia rebels exchanged nearly 370 prisoners Friday, a major step toward easing hostilities in eastern Ukraine. Ukraine handed over 222 prisoners and the rebels released 145 people, according to Russia’s state RIA Novosti news agency — the biggest one-time prisoners swap since the pro-Russian insurgency flared up in eastern Ukraine in April. The Interfax news agency quoted Svyatoslav Tsegolko, a spokesman for Ukrainian President Petro Poroshenko, saying that 146 Ukrainian prisoners were released Friday and another four will be freed on Saturday. The figures corresponded to an earlier Ukrainian official statement, which said that 150 Ukrainian prisoners were to be released. Hundreds of others were released during previous months. Numbers of those to be released varied Friday and tensions were flying high as buses carrying the prisoners arrived at a site north of the main rebel stronghold of Donetsk. At some point during the exchange, separatist rights ombudsman Darya Morozova was quoted by Tass news agency as saying that the exchange was pushed back until Saturday. Russia’s state television showed Ukrainian war prisoners boarding buses in the main rebel stronghold of Donetsk before being driven to a location north of the city where the exchange took place. On the site where the swap was conducted, prisoners were called up by groups of 10 with officials from both sides verifying their identities. The exchange had been tentatively planned for last week, and the failure to conduct it pushed back another round of Ukraine peace talks in the Belarusian capital, Minsk, which was set for Friday but was adjourned indefinitely. Fighting in eastern Ukraine between government forces, volunteer battalions and pro-Russia separatists has claimed more than 4,700 lives since last spring. Previous rounds of talks in September produced a cease-fire and an agreement to pull back heavy weapons, but both sides have failed to agree on a line of division and fighting continued. Hostilities have diminished in the past weeks amid renewed peace efforts, but mutual suspicions and distrust have stymied progress. Ukraine’s parliament vote last week to abandon the country’s non-aligned status, a first step toward a possible bid for NATO membership which is an anathema to Moscow, also has hampered talks. Amid the tensions, Ukraine on Friday suspended train and bus services to the Russia-annexed Crimean Peninsula, citing security concerns. Crimea, which depends on Ukraine for supplies of electricity and water, has faced frequent power cutoffs, most recently on Friday. Russia annexed the Black Sea peninsula in March following the ouster of Ukraine’s former Moscow-friendly president after months of protests. Adding to the residents’ problems, Visa and MasterCard announced Friday that they halted card services in Crimea in line with the latest U.S. sanctions.Speech

As reported in 'The Assam Tribune' : DIBRUGARH, Dec 24 – Former Union Minister and chief advisor of the Assam Chah Mazdoor Sangha (ACMS), Paban Singh Ghatowar has come down heavily on both the Assam government and the Centre for failing to stop mass killings in the State. Condemning yesterday’s gruesome killings in Sonitpur and Kokrajhar district by the NDFB(S), Ghatowar, while addressing mediapersons at the ACMS head office here, said that merciless killings of innocents one after another in different corners of Assam had totally exposed the malfunction of the State Government and the Centre. “While the State Government has failed in nabbing and neutralizing the armed rebels of the State, the Centre has failed in its role to intervene and check insurgent activities in the inter-state border areas. The armed men often unleash terror in the State and sneak into to the neighbouring States. The killings and destruction of properties are mostly taking place in inter-state border areas. The Centre has to play its role in handling the volatile situation in the State,” the former Union Minister said. Ghatowar also criticised the intellingence wing of the Assam government, suggesting that the department needs total revamp to make it strong, active and vibrant. Further, if the government’s policy on law and order is not yielding the desired results, it must be reviewed to ensure that peace and communal harmony prevails in the real sense. He also slammed the local administration in Sonitpur and Kokrajhar districts for the alleged unprecedented delay in response to the massacred and injured people with ambulances and rescue and relief team. “The government must institute an inquiry against the administrative officers for their lethargic approach to the barbaric incident. It is unfortunate that police and rescue teams reached the violence site reportedly after ten hours. It speaks volume about how the administration is treating the tragedy of such magnitude,” Ghatowar said, underlining that the administrative officers must be held guilty. Suggesting solution for incidents of such nature in border areas, Ghatowar said the State Government must develop the border areas with all necessary infrastructure. If there are proper roads, police and security forces can have easy access to the areas to check movements of extremists. “There are reports about the banned outfits roaming with sophisticated arms because security forces cannot reach the areas immediately,” he said. The ACMS leader said as a mark of protest, peace rallies will be taken out in tea estates across Assam on December 26.

GUWAHATI, Dec 23 – Militants belonging to the Songbijit faction of the National Democratic Front of Boroland (NDFB-S) today killed at least 37 people in Sonitpur and Kokrajhar districts. Twenty-four of the victims were killed in Biswanath Chariali and six in Dhekiajuli in Sonitpur district and seven in Kokrajhar district. The death toll may go up as the condition of several of the injured was stated to be serious, while a few were reported missing after the attacks as they escaped to the nearby jungles. At least eight persons including three women were gunned down at Phulbari in Biswanath Chariali this evening, and the injured have been admitted to hospital, where the condition of at least three is serious. Several persons escaped to the nearby jungles and their whereabouts were not yet known. Five persons were killed in an attack by NDFB (S) militants in Shantipur village under Dhekiajuli Police Station in Sonitpur district. The militants, armed with sophisticated weapons opened fire on the villagers, leaving them with no chance to escape. Four women were killed and four others received bullet injuries when heavily armed militants belonging to the NDFB (S) opened indiscriminate firing in Pakhiriguri village under Serphanguri Police Station in Kokrajhar district today. In another incident in the same district, three persons were reportedly killed in a similar attack by the militants. However, the details of the incident were still not available as it took place in an interior place and a police team rushed to the spot. Police sources said that the details of the incident would be known only after the police team returns from the spot. It may be mentioned here that the NDFB (S) has been suffering setbacks in anti-insurgency operations in recent times and only on Sunday, two militants were killed when police and security forces demolished a camp of the outfit in Chirang district. The forces also managed to rescue a businessman, who was kidnapped by the militants. To hit back, the NDFB started launching an attack from yesterday and last evening alone, they lobbed grenades at six places. Fortunately, two of the grenades did not explode and several persons were injured in the attacks. Majority of those killed belonged to the Adivashi community. It is still not known as to why the militants targeted one particular community. However, a major ethnic clash between Bodo and Adivashi communities took place in 1996 in Kokrakjar district. But since then, there was no major incident involving the two communities. Chief Minister Tarun Gogoi has strongly condemned the killing of innocent people by the militants and warned that the government will continue with its anti-militant drive. The Chief Minister has asked ministers Rockybul Hussain, Prithvi Majhi and Tankabahadur Rai to immediately rush to affected areas in Sonitpur district. While, ministers Nilomoni Sen Deka and Basanta Das, Parliamentary secretary (Home) Etwa Munda to rush to Kokrajhar district, said CM’s press adviser Bharat Narah. Our Biswanath Chariali correspondent adds: After a gap of five years of Bhimajuli massacre in Biswanath sub-division in Sonitpur district that had taken place on October 4 in 2009, suspected NDFB (S) cadres acted again today in another interior place in that region along the Assam-Arunachal border. According to information received here, a group of heavily armed NDFB cadres stormed into Phulbari village in Sonajuli area under Balichang Police Outpost around 6 pm and started firing at the villagers killing at least seven Adivasi people on the spot, including three women. Several others were also seriously injured in the firing by militants and they have been admitted to the Biswanath Chariali Civil Hospital. Police and Army personnel accompanied by high officials have rushed to the spot and started combing operations. Details are awaited.
