Citizen bill stoked conflict: Mahanta: Leading individuals and organisations of Assam today said the Silapathar incident was waiting to happen given the history of conflict between the Assamese and Bengali communities in the state and with the Citizenship (Amendment) Bill 2016 stoking the embers.
