U.N. adopts resolution on international police

As reported in 'The Japan News' : The Associated Press, UNITED NATIONS (AP) — The Security Council has unanimously approved its first resolution on the increasing importance of U.N. police in countries emerging from conflict. The resolution urges countries to keep contributing skilled and experienced police for increasingly complex missions that can involve protecting civilians as well as training and professionalizing local forces and engaging in broader security sector reforms. U.N. Police Adviser Stefan Feller noted that the first U.N. police were deployed in Congo in 1960 and called the resolution an important recognition of the 12,532 police from 91 countries currently working in 13 peacekeeping missions and four political missions. Australia’s Foreign Minister Julie Bishop, who presided over Thursday’s meeting, said there has been a massive increase in the number of international police from around 1,600 just 20 years ago.Speech

Death toll tops 4,300 in Ukraine

As reported in 'The Japan News' : The Associated Press, GENEVA (AP) — The fighting in eastern Ukraine has killed nearly 300 people in the past month despite a ceasefire and has violated people’s rights so much it could amount to war crimes, U.N. rights investigators said Thursday. A new report from the U.N. team in Ukraine said at least 4,317 people have been killed in the conflict that began in mid-April and the number of people internally displaced by the violence has risen sharply in the past two months to nearly 466,830 in all. The report also cited allegations of serious human rights abuses by armed groups, including torture, detention, executions, forced labor and sexual violence that “are of a systematic nature and may amount to crimes against humanity.” The report said the standoff between government troops and pro-Russian rebels in eastern Ukraine “is becoming increasingly entrenched, with the total breakdown of law and order and the emergence of parallel governance systems” in Donetsk, the largest city under separatist control, and in rebel-controlled areas in the neighboring Luhansk region. “All parties need to make a far more wholehearted effort to resolve this protracted crisis peacefully,” U.N. High Commissioner for Human Rights Zeid Raad al-Hussein said in a statement. A top Russian official, meanwhile, criticized a U.S. official’s comment that Washington should consider supplying weapons to the Ukrainian government, saying that would only expand the conflict. “The United States is one of the initiators of the conflict on the territory of Ukraine, and if they sell weapons, the conflict will escalate,” Nikolai Patrushev, secretary of President Vladimir Putin’s Security Council, said.Speech

ITANAGAR, Nov 21 – Amid unprecedented security, President Pranab Mukherjee today attended the first convocation of the National Institute of Technology (NIT), Arunachal Pradesh at Yupia, 16 kms from the State capital, Itanagar. Delivering the convocation address at the makeshift pandal at the NIT premises, the President said turning NITs into world-class engineering institutes calls for developing multiple linkages. NITs have to actively engage with other institutes for research collaboration and sharing of best practices. They have to be more proactive in their interaction with the industry. Most NITs have an industry interface cell in place. The cell has to explore possibilities like sponsoring of chair positions by industry; drafting experts from industry in project guidance and curriculum design; and setting up incubation centres, laboratories and research parks, he said. While citing PM Narendra Modi’s “Make in India” initiative, he said the initiative aimed at making our country a manufacturing hub depends to a large extent on the deepening of this academia-industry alliance. Mukherjee also said that research and innovation in NITs have to be given precedence in academic development. “Some of the steps, I feel, that require renewed focus are inter-disciplinary approach in course curricula and research, identifying the areas of core competency and nurturing centres of excellence, strengthening under-graduate research, and making research an integral part of the teaching-learning process,” he added. Informing that a suggestion was made in the NIT Directors’ Conference that an MoU for exchange of students and faculty, materials and publications, and joint education and research activities could be negotiated and signed on behalf of all NITs in the North East with a consortium of institutions in Singapore, the President said such cooperation will provide a fillip to country’s “Look East” policy as well. The President said that NITs have to also devise mechanisms to connect with their alumni, many of whom have excelled in their chosen field. They could be inducted in governance mechanisms, or utilised for business and project mentoring of students and in curriculum design.
